 Guidelines for Proposing New Projects for
EDC Funding Consideration—July 2013 


Who may propose projectsAny Windcrest Resident or anyone interested in investing in a business or commercial development enterprise currently located or proposed for location in the City of Windcrest. 

Who receives project proposals- EDC Staff

Deadline:
Project proposals must be submitted to the Windcrest EDC at its offices located at 8601 Midcrown, Windcrest, TX 78239 at any time during the year, but no later than July 31, 2014 for consideration during FY 2014-2015.

What criteria are used by the EDC Staff and Board to select projects?
The following criteria will be used to review and make recommendations for new projects for inclusion in the 2014-2015 EDC Budget


Consistency with, and potential to accelerate the achievement of City of Windcrest and EDC Board of Directors approved and City Council adopted Goals, Objectives, Plans, Programs, Projects, and Budget, as summarized below:

WEDC Goals: Develop and implement effective, efficient, and affordable economic strategies, plans, and programs which will

  • Increase and expand business investment, development, and job creation
  • Maximize City of Windcrest income from property, sales, and hotel occupancy taxes in order to permit the City to continue to provide an outstanding level of service without creating an undue tax burden on homeowners
  • Create a positive “Windcrest Lifestyle Image” and differentiate our community from San Antonio to entice people to live, work, and invest in Windcrest


The Windcrest Economic Development Corporation (WEDC) has four key work program areas designed to achieve these goals:

  • The Economic Development Investment Program Goal is to :
    • Identify and make strategic public investments which will leverage business development, private investment, and job creation and,
    • Result in the development of existing vacant properties to their “highest and best use”,
    • Improve accessibility to all of the Windcrest Business District; and
    • Maximize the Return on Investment (ROI) from property, sales, and Hotel Occupancy Taxes.
  • The Business Development Program Goal is to :
    • Identify and make strategic investments and provide marketing assistance to promote the survival and / or expansion of existing businesses 
    • Promote the redevelopment / revitalization of the existing business areas
    • Save and expand job opportunities, and
    • Maximize commercial property, sales tax, and hotel occupancy tax income.
  • The Media, Public, and Community Relations Program Goal is to:
    • Promote Windcrest as the area’s premier “Entrepreneurial City”;
    • Keep residents informed about and involved in EDC Plans, Programs, and Projects, and
    • Work with media, civic organizations, business and economic development groups, and other local, state, and national entities to enhance and promote the image of Windcrest as a place to live, shop, dine, work, and invest.
    • The Policy Development, & Coordination Program Goal is to:
    • Coordinate development planning activities in cooperation with other City, County, State, Federal, and other private sector resource agencies and organizations. 
    •  Build “Partnerships for Progress” which will leverage WEDC resources

 

Projects which are consistent with the goals stated above, and which meet the individual program area goals will be considered for inclusion in the 2014-2015 EDC Budget.

All proposed projects must be submitted in writing and include the following information:

  1. Project Description
  2. A statement outlining the rationale for the inclusion of the project in the 2014-2015 EDC Budget to include the following:
    1. A description of how the project will enhance and improve the economic and / or property, sales, or hotel occupancy tax base of the City of Windcrest (priority will be given to projects or programs which will result in a high ratio of private investment to public investment or the creation of new “public / private partnerships” in the development of undeveloped areas to their “highest and best use” or the redevelopment / revitalization of the Walzem Corridor);
    2. An analysis of how the inclusion of the proposed project or program will promote the achievement of one or more of the current EDC Goals, Programs, and Projects as stated above.
    3. Proposed Budget for the Project
    4. All project proposals must be consistent with or enhance the achievement of the above stated goals and programs and meet the following criteria:

Definitions

  1. Project” (as it currently applies to the City of Windcrest and EDC Board of Directors approved and City Council adopted Goals, Objectives, Programs, Projects, and Budget)–means expenditures found by the board of directors to be required or suitable for job training, targeted infrastructure, improvements, and related expenditures necessary to promote or develop new or expanded business enterprises—industrial, manufacturing, commercial, and retail.
  2.  “Infrastructure” means streets, roads, rail spurs, water and electric utilities, gas utilities, drainage and related improvements, and telecommunications or Internet improvements as long as they are attached to an economic development project (as defined in 1, above.)
  3. Project” may also include tourism, water projects, sports stadiums, parks, affordable housing, and infrastructure projects, as long as they are attached to an economic development project (as defined in 1, above.)

Who reviews and recommends project proposals: EDC Staff & Board of Directors.

All proposed new projects will be rated according to the following criteria:

  • Extent to which the project will maximize income from commercial property, sales, and hotel occupancy taxes (0-25 points)
    • Result in the development of existing vacant properties to their “highest and best use”,
    • Result in the redevelopment / revitalization of the existing business areas
    • Result in the retention and / or recruitment of new business enterprises
    • Promote the survival and / or expansion of existing businesses
  • Extent to which the project will maximize City of Windcrest Return on Investment (ROI) in the proposed project from EDC funds, property, sales, and Hotel Occupancy Taxes. (0-25 points)
    • Identify and propose a strategic new public investment or series of new public investments which will increase and expand business investment, development, and job creation and provide a high private investment to public investment leverage ratio.
    • Improve accessibility to all of the Windcrest Business District; and
  • Extent to which the project will maximize the opportunity to build “Partnerships for Progress” and result in additional leveraging of City of Windcrest and EDC resources. The following types of partnerships will be given priority consideration: (0-25 points)
    • Developers, investors
    • Banks and other financial institutions
    • Public and private business development and assistance agencies and service providers
  • Extent to which the project will create a positive “Windcrest Lifestyle Image” and differentiate our community from San Antonio to entice people to live, work, and invest in Windcrest (0-10 points)
    • Promote Windcrest as the area’s premier “Entrepreneurial City”;
    • Work with media, civic organizations, business and economic development groups, and other local, state, and national entities to enhance and promote the image of Windcrest as a place to live, shop, dine, work, and invest.
    • Coordinate development planning activities in cooperation with other City, County, State, Federal, and other private sector resource agencies and organizations.
  • Extent to which the project is consistent and compatible with existing goals, plans, programs, projects and budget allocations. (0-25 points)

All projects will be rated individually. The maximum score is 110 if the project meets the maximum criteria provided for each of the rating categories. Projects which do not score better than 80 will be rejected. Projects which score more than 80 will be rated in comparison with other proposed new projects. All selected projects will be rated in comparison with proposed increases in existing plans, programs, and projects.
