In the WEDC’s 11 year history, this is probably the most important project created.  This project encompasses many different aspects of investing in the future of Windcrest.  This project was based on a premise to move the former Windsor Park Mall into the city of Windcrest and market it for a corporate relocation site, which would become Rackspace.  This project also included an additional 137 acres of land south of the mall that was brought into the city of Windcrest for future development.  This project included an economic incentive program for Rackspace Managed Hosting to take over the mall, which included property tax abatement, expedited permitting and review, TEF grant funding, Skills Development grant funding, General Contractor Tax Abatement as well as infrastructure improvements.  This project also includes some of the same incentives for the vacant property south of the mall.  Other properties included in this project include the 23 vacant acres east of Home Depot as well as improvements to Walzem Road.  This project was extremely important in that it was the first time that the State, County and two municipalities came together to create a project of this magnitude.  Throughout numerous public meeting at all of these levels, this project has already to date placed a $100 million investment into this community as well as upwards of 2,000 employees that will be in the mall in 2010.
